Organization and quality of service in a national health program.

From its inception, the Committee for National Health Insurance has emphasized that a single nationwide program of financing of medical care is essential to the accomplishment of the long-overdue reorganization of the disorderly "non-system" of personal health services now available to Americans. Money alone, as so grimly proven in the Medicare and Medicaid programs, cannot provide health protection, as long as resources are inadequate and arrangements for the provision of services are in disarray. In presenting the aims of the Committee at its first national conference in October 1969, the Chairman of the Committee declared that:
